Working Hours: 40 hrs week; Mon-Fri; 8am - 5pm
This is a highly responsible professional clinical position that provides clinical services to clients that are court ordered to attend substance use treatment in Volusia and Flagler Counties. This position will also provide representation at judicial and other public proceedings including appearing in court. The Outpatient Counselor is responsible for assisting with therapeutic services included but are not limited to: individual counseling; biopsychosocial assessment; treatment plan development; discharge/aftercare planning; facilitating groups; and coordinating family meetings to clients who are in a Mental Health and/or Substance Abuse crisis. The employee works under the supervision of the Director of Outpatient Corrections Programs to receive assignments in terms of broad practice, standards, policies, and goals. Work is appraised through a review of client records for fulfillment of program objects and for conformance with department policies and practices, as well as State and Federal regulations.
Graduation from an accredited school with a Master’s Degree in Psychology, Social Work, or other relevant Human Services discipline. Licensed to practice as a Clinical Social Worker, Mental Health Counselor, or Marriage and Family Therapist or a Certified Addictions Professional (CAP) in the state of Florida.
- Must be knowledgeable and demonstrate competence in current principals and practices including all aspects of the Marchman Act and its use in obtaining treatment services for adults suffering from substance abuse and related issues.
- Must be familiar with and demonstrate competence in all Marchman Act related paperwork. Experience providing services to clients in a criminal justice setting preferred.
- Must be knowledgeable and demonstrate competence in current principles and practices including all aspects of providing assessment and referral services to adults suffering from substance abuse and mental health issues.
- No less than one-year experience providing assessment and referral services to adults suffering from mental health and/or substance abuse related disorders.
- Must be familiar with the Marchman Act and have a working knowledge of the Baker Act.
- Responsible for providing reports to Judges and others as required under the Marchman Act.
- Coordinates activities relating to Marchman Act procedures with assessment services, case management services, link to counseling services, and detoxification services.
- Attends Marchman Act hearings to report on the recommended treatment for clients as well as, any other pertinent information to the courts.
- Complete and maintain the required Marchman Act documentation and paperwork.
- Maintain communication with SMA’s internal programs about Marchman Act issues.
- Conducts biopsychosocial assessments for voluntary and involuntary clients under the Marchman Act (Ex-Parte, Physician Certificate, and Protective Custody via Law Enforcement). This task requires mastery of DSM-5, substance use disorders and mental health diagnoses, and the skills to gather background history/information from clients and petitioners.
- Participate and attend meetings as required; staff/clinical team meetings, case consultations, and etc. as required.
- Prepare and/or present reports as required.
- Communicate verbally and in writing with the public, other service agencies, police, schools, etc. Conduct education and informational presentations in the community, when assigned.
- Take appropriate action to ensure provision of exceptional and comprehensive services.
- Receive, review and forward client complaints to the appropriate supervisor and advocate for exceptional and comprehensive services for all clients.
- Serve as a liaison with the community and other service agencies.
- Participate and attend in staff development, including in-service trainings, and is responsible for knowledge concerning current information in the area of behavioral health treatment.
